Story point indicates effort level assigned to a story compared to that of a reference story, not the effort content. It is the team’s perspective, not a material quantity, and hence not a measure. Effort is viewed as a “mix of the volume of work, complexity, and uncertainty”. The mix is based on team skills, talent, overall expertise, organizational factors (team structure, team type, alignment, autonomy, process integration, engineering environments).
